² Ankara Üniversitesi Ziraat Fakültesi Tarım Ekonomisi Bölümü - This study was aimed to investigate the historical development of pasture law application after/before in 1998. Therefore, the applications in rangeland law and regulation were investigated. However, the ministry works (Ministry of Agriculture and Rural Affairs) and also their reflections in the rural areas were investigated until today. Reviewed laws, regulations, and the ministry of communication studies were evaluated from various aspects and also interpreted. Legal issues which emerged from pasture law and their effect on farmers were detected. Moreover, the changes of the pasture law on other institutions were examined.
